What seems likely here is Windows permissions issue.
To delete files from Driver cache, you will have to modify its permissions so that you can access it.
Step 1: Take ownership of the drive from user interface.
1.Right click on file you want to delete and select Properties from Context Menu.
4. Go to Owner tab in Advanced Security Settings for User windows.
Edit Button and select user from given Change Owner to list if user or group is not in the given list.

1.Right click on the file and select Properties from Context Menu
2.Click on Edit button in Properties windows Click
3.Select user/group from permission windows or click add to add other user or group.

under the Allow column to assign full access rights control permissions.

ok to exit from Properties window.
